The cameras can reach the payroll server

This is a simulated device. Output is computed from the topology, not from real hardware.
Forty IP cameras were installed on 10.80.40.0/24 behind R1, next to the office network on 10.80.20.0/24. Their recorder sits on 10.80.50.0/24 behind R2. An audit found that a camera can open a connection to the payroll server at 10.80.60.10, which also sits behind R2. Cameras need the recorder. Office staff need payroll. Nothing else should change.
Stop the camera network reaching the payroll subnet while leaving it the recorder, leave the office untouched, and save the router you change.
