How deep does ANS-C01 go?

Deeper than any other AWS exam on one subject. Expect BGP path selection over Direct Connect, Transit Gateway route table design, Route 53 resolver rules and IPv6 migration, asked at the level of which specific configuration works.

Is networking background from Cisco or Juniper enough?

It is the right foundation and not sufficient alone. The exam assumes you know BGP and routing already, then tests how AWS bends them: what Direct Connect advertises, how VPC route evaluation orders, where MTU changes.

Who actually needs this certification?

Engineers running hybrid estates: Direct Connect, VPNs, multi-Region Transit Gateway meshes and centralised inspection. If your VPCs are simple and single-Region, SAA territory covers you and this exam will feel like overkill.
