The short answer
ISC2 ISSEP is an advanced exam. It is written for experienced practitioners, and the questions assume judgment built from real work, not memorized definitions. ISC2 classifies it at the advanced level, and the format is multiple choice and advanced item types, sat in 180 minutes.
Candidates with several years in the field find the difficulty is breadth across domains they have not personally worked in. Without that experience base, the exam is a long project, and the objectives list is the honest map of how long.
What actually makes it hard
Recognition is not understanding.
The format is multiple choice and advanced item types, and the questions are written so that every option looks plausible to someone who memorized terms without the concept behind them. Distractors are designed from real misunderstandings.
Breadth across domains.
The blueprint spans 5 domains, and the heaviest, Systems Security Engineering Foundations, is 24% of the exam. You cannot skip a domain and rely on the rest; the weighting reaches everything.
The clock.
125 questions in 180 minutes leaves little room to dwell. Time pressure is a skill of its own, and it is the one thing reading can never prepare you for. Timed practice can.
Where the weight sits
Difficulty is not spread evenly. ISC2 publishes the domain weightings, and they tell you where your study time buys the most points:
- Systems Security Engineering Foundations24%
- Security Planning and Engineering22%
- Risk Management20%
- Systems Security Implementation, Verification, and Validation20%
- Secure Operations, Change Management and Disposal14%

Where candidates struggle: The ISSEP weightings are flatter than the other two ISC2 advanced exams: four domains sit between 20 and 24 percent and only Secure Operations, Change Management and Disposal drops to 14 percent. There is no single dominant domain to lean on, so plan even coverage rather than a favourite topic.
