A shared key is turned into cryptographic material by a fixed calculation, so its length is bounded at both ends by the format that calculation accepts. Anything outside that range is refused at configuration time rather than failing later at association.

The field takes an ASCII string of 8 to 63 characters, or 64 hexadecimal characters entered directly. A twelve character phrase sits inside that range, while anything shorter than eight or longer than sixty three does not.
