The short answer
Splunk Core Certified Power User is an entry-level exam. It assumes no prior certification.
If you work with computers day to day, even outside a formal IT role, most of the material will connect to things you have seen. The challenge is vocabulary and breadth, not depth: the exam touches many topics lightly rather than a few deeply.
What actually makes it hard
Recognition is not understanding.
The format is 65 multiple choice questions, delivered by Pearson VUE at a test center or with an online proctor. The wrong options are written to look right to someone who learned the terms without the concept behind them.
Breadth across domains.
The blueprint spans 10 domains and the exam samples all of them. The heaviest, Correlating Events, is 15 percent of the exam; the lightest, Using Transforming Commands for Visualizations, 5 percent.
The clock.
65 questions in 60 minutes is about 0.9 minutes each, including the time to read the stem and the options. Reading about the exam does not rehearse that pace; a full-length sitting against the clock does.

Difficulty is not spread evenly. Splunk publishes the domain weightings, and they tell you where your study time buys the most points:
