A design puts one identical IPv6 address on the loopback of three DNS resolvers in three cities, each advertised by the local router. How is a packet to that address delivered?

Concept
One address on many interfaces is legal in IPv6, and the routing system alone settles which copy a packet reaches. Because the choice comes from ordinary path selection rather than any dedicated protocol, the destination a sender lands on can change when the topology does.
Why B
RFC 4291 calls this an anycast address: one assigned to more than one interface, where a packet sent to it is routed to the nearest of them by the routing protocols' measure of distance. Such addresses come out of the unicast space and are syntactically indistinguishable from it, so each resolver simply holds what looks like an ordinary address.
