Terraform Associate vs Azure Administrator
Terraform Associate certifies a tool that works across every cloud. AZ-104 certifies one platform in depth. They are not competing, and holding both is common.
The sequencing question is real though, because Terraform without a platform to apply it to is syntax, and a platform without automation is clicking.

Which one to take first
AZ-104 first if you are choosing one. Employers hire for the platform and treat Terraform as a skill you pick up, and Terraform study without a cloud to deploy into is abstract in a way that does not stick.
Terraform Associate first only as a quick win. At $70 and two to four weeks it is the cheapest certification here by a distance, and it is a reasonable confidence-builder between larger exams.
Holding both is the natural end state for infrastructure work, and the order barely matters once you have the platform experience underneath.
When the answer is the other one
Take Terraform Associate instead if you already administer a cloud
Somebody who already runs Azure, AWS or Google Cloud has the platform knowledge and is missing the automation vocabulary. At $70 and a few weeks it is the cheapest credential on this site and it applies to every platform you will ever touch, which AZ-104 does not.
Take AZ-900 instead if Azure is entirely new
AZ-104 assumes six months of administration and a working model of subscriptions, resource groups and role assignments. Without that, the study time is spent building the model rather than learning administration, and the fundamentals exam builds it for $99 in two weeks.
Take AWS Solutions Architect instead if your market is AWS
Terraform is genuinely portable but platform certifications are not. If the employers near you run AWS, AZ-104 is a demonstration of aptitude rather than a qualification, and the equivalent AWS exam is the one that answers a posting.
